The PA Department of Education (PDE) is a source of information regarding gifted education regulations and practices. Through
the PDE's Gifted Liaisions Program and County Intermediate Units, the PDE also makes available resources
to districts and GIEP teams looking for help in defining or meeting a child's gifted educational needs.
However
the PDE cannot enforce regulations, intervene other than to advise, and they cannot resolve gifted education issues
unilaterally- even in cases where the district blatantly disregards the PDE guidelines and directives and the Legislature's regulations.
My experience is that this basic reality comes as as surprise to most parents.
The PDE does not take sides in gifted education
cases. The PA Department of Education cannot ride to your rescue. In fact, at the moment, there is no third party that
will come in on your behalf and make things right for your gifted child. It's up to you. That's just the way it is, for
now.
