There are two means by which districts identify gifted students: district initiated identification and parent initiated identification.
There are separate procedures for each.
District Initiated: A district can, if it initiates the gifted identification process,
use those screening devices, such as a K-BIT or other test, and rubrics it deems appropriate. Students can be screened
at specific grades with those students who meet the district-criteria having further evaluation. A full gifted evaluation
includes, among other information, that an individual IQ test be administered by a certified school psychologist.
The results of the evaluation are docuemented in a Gifted Written Report (GWR).
Parent Initiated: If the parent requests
a gifted evaluation in writing the district must perform a full gifted evaluation, including IQ test, and prepare a
Gifted Written Report, regardless of the student's performance on any screening tools or district gifted eligibility rubric.
If you ask for a gifted evaluation, the district has no choice, they must do a full IQ Test.
Districts must perform a full evaluation
for children between kindergarten to 12th grade, if the parent submits a written request. If your child is in kindergarten, they
can be evaluted for gifted and a GIEP created. There must be a GIEP Team meeting to discuss the GWR, regardless of the results
of the testing
