Children who are gifted may also have learning disabilities or other health impairments. Under Pennsylvania regulations a child
can be both 'Gifted' and 'Learning Disabled". If a child is gifted but also has a learning disabled, he or she is identified
as a dual-eligible student. This is also called 'twice exceptional'.
The gifted evaluation process, with its IQ testing
and achievement testing, may provide the first indication of a potential learning disability or other health impairment. These
indicators are found while comparing the child's performances across the the various subtests.
If you have a
suspicion about either giftedness or a learning disability question your district thoroughly about your concern. Also, you should
ask for, and receive, your child's testing results from your district. An independent PA certified school psychologist can
review that testing to check for potential learning disabilities. They may recommend further evaluation.
There
are significant resources available to parents of dually-eligible gifted children. These resources include parents
of other similarly disabled children, non-profit agencies, and legal assistance. Some links that can provide initial
